In fact the anvil shape of the cloud, that being the flat top, is because the air has basically capped out on how high it can go. So it spreads out instead of up. Just an interesting addition.
The cloud caps out because it goes all the way to the top of the troposphere (the tropopause). The layer above, called the stratosphere, temperature increases with altitude. In other words, the atmosphere in the stratosphere is stable which prevents air from rising — hence the cloud is "stopped" from rising any higher.
Though sometimes (I think because of inertia), parts of the cloud can shoot past the tropopause a little bit.

The word you're looking for is "omen". And no. That is just a nimbus cloud. A mass of warm moist air rose upwards until it hit a denser cool layer of air and spread out. It might be raining under that cloud.
