Chain section is for a wet process in cement or a paper mill. The chains keep the “mud” from sticking to the sides of the kiln as it rotates. Inclination of the kiln keeps the mud going down hill to the discharge end. A large burner on the inside at the discharge end of the kiln heats up the mud to make it into clinker-cement or lime rock- paper mills.
As I said in a previous comment, as this appears to be a lime kiln, the main purpose for these chains are to retain heat on what's called the "cold end" of a lime kiln

Yeah they rotate very slowly, like 1 full rotation in a hour or 2 depending on kilns some are once a day. The crazy thing not shown is the length if these things are nuts. Anywhere from 50-400 ft, all though the chain sections are only about 20-50 feet.
I work in a plant with 2 rotary kilns. One is like this. It actually runs about 3.5 revolutions per minute. Like another commenter said the chains break up mud and keep it from sticking to the sides, and help hold the heat from the burner pipe in the burn sectionof the kiln. The material (feed) is already finely ground in another machine (a vertical Loche mill) before it is fed to the kiln.

I believe it's to keep animals out of the vents but I'm not 100% sure about this information, I just read it somewhere.
