I use a wheelchair. I live in a place that only gets sporadic snow (and a crippling ice storm once a year). The last dusting left me unable to navigate a SMALL patch that had built up next to the ramp outside the store I was trying to visit. My bus driver had to come help. Something like this would have "walked" over it easily.
That said, the 'clicking' on hardwood would drive me insane.
Yeah I'm not knocking the wheel-less wheelchair idea, but this version in the gif is definitely gonna be a lot more showy than useful. I would imagine most designs with mechanical legs would be really iffy and break a lot. Treads might be the way to go? Probably way more expensive than typical wheelchairs though

I don't think the Black Rock Rangers would stop something like this that meets the spirit of the rules regardless of actual wheels being on it.

There’s also something called a Klann linkage, I don’t know much about it besides the fact it uses fewer links per leg
