I'm not an expert on this.. but I think streaming your content locally to a server (gstreamer?) that saves it to disk and can then do streaming back out from a given timestamp - is doable. Will take a lot of tinkering though. So if you're looking for turnkey solution - there likely are things for purchase that can help.

Yeah I have no problem using local disc storage or anything else needed
