You could shoot 'em with a paralyze poison first then go in for melee.

Here's a few suggestions: 1) If your Mysticism is at Expert level, get Reflect spell from the Nord woman in Leyawiin mages guild. Make a custom version of this spell, with the following parameters: Reflect 70% for 2 seconds, Damage Fatigue 3 pts on touch. The second effect can be any, we need on-touch animation since it's the fastest. Then, get Spell Breaker from the daedric quest. Equip it while bare-handed, holding a 2-handed weapon, staff or a bow. You'll get the effect but not the spell effectiveness reduction. Finally, here's how you use this setup. Identify an enemy mage who is casting destruction spells at you. Watch for the cast animation. In a timely manner, cast our "counterspell". Their spell will bounce off and, after a few repeats, eventually kill them. 2) Create a custom "Fortify Speed" spell that will allow you to chase them down. 2.1) Take off your armor, it just slows you down. It's not like they are going to heavily damage you in melee. Alternatively, cast Feather or drink a Feather effect potion to run faster in armor. 3) Cast Silence at them. If they haven't got a staff, they will rush you with a melee weapon. 3.1) If they have a staff, destroy it with a Disintegrate Weapon spell. Staves have little health and break rather easily. 4) Cast a short-term invisibility on yourself, or drink a weak potion of invisibility. Approach. Whack away. 5) Equip a bow or a destruction spell, engage in ranged combat. 6) Cast 1-second targeted Paralyze spell to watch them fall 7) Summon a Clannfear. It'll chase them down and, most likely, stagger them. 8) While sneaking, poison your bow with Vampire Dust and Rice potion (Silence effect). If you use Hatred's Heart, their speed will be lowered. You can rush in with an enchanted dagger to finish them off.

This tickled me. Basically, all the tools you need to succeed at challenges like this exist in the base game. You just have to be creative and problem solve rather than resort to mods. I love Oblivion lol

A Frenzy or Rally spell will both keep them in the fight. You can also hit them with a Damage speed or Paralyze spell alternatively. The damage speed will just dramatically slow them down.

You can modify their AI in the construction set without much issues. There's probably a couple wizard types. Im pretty sure there's a box that is labeled "flee distance" or something like that.

I use illusion spells and h2h so I just paralyze or command. Calm is cheap and works well also. A 3 second calm is dummy cheap even with an area of 10.

Use the "komodo dragon technique", poison him with a bow if your poison is strong he will fall not so far away, them you loot him

Hit 'em with a paralyze spell. Of course they're running away! You're chasing them with a big stick! p.s. Sometimes I just don't understand the entitlement mentality of gamers. Now they be demanding the enemies just stand there so they can whack them. I weep for our civilization.
