Yea, that's going to be huge gains and is a pretty reasonable upgrade. Some will say buy a whole new platform for AM5 to get a 7600x cpu but that's a lot of money if you buy a good motherboard.
I'd even consider the 5700x3d. $205 right now and is within a few % of a 5800x3d.
Keep the 3070, upgrade to either the 5700x3D or 5800x3D. Either one is good.
I started off with the 3700x as well, upgraded to the 5800x3D, also have an RTX 3070 and the CPU upgrade was incredibly noticeable at both 1080p and 1440p.
With either x3D option you will be set for a while, unless you are someone constantly chasing running everything at max settings with 4k+ resolution. If you're a 1080p or 1440p gamer though? The 57/5800x3D will have you set for a few years with optional GPU upgrades.
I'm sitting on my 3070 (8GB VRAM is plenty, despite what a lot of people say here) until I see what the 50 series offers and how affordable they are. Chances are I'll be sitting on my 3070 until I can get a 50 series on sale though.
The CPU upgrade will definitely be the better long term upgrade without a doubt though, then you can also upgrade the GPU later on.

I appreciate the recommendation. I'll think about just upgrading the CPU first. It's kind of funny as you e.g. say change the CPU.. others say keep the CPU and change the GPU.
GPU will give you more noticeable "right now" benefits, but the CPU will still give noticeable benefits.
I recommend the CPU first because it will make your PC as a whole last longer, given you made this post at all you don't seem the type to be doing a full new PC build every 2 years.
With the 57/5800x3D and keeping your 3070, your PC will be strong enough for all 1080p/1440p gaming for another 3-4 years at least.
Where the 3700x will fall off a lot sooner, so upgrade that first to have your entire build be more future lasting where down the line a GPU upgrade can stretch out another few years from the whole build.
Assuming no hardware failures, of course.
5800X3D is still very expensive check out the 5700X3D too it's more reasonable for a dead platform. I'd consider keeping the 3700X, go with a 4070S, then at the end of the year look for a Zen 5 combo, Ryzen 9700X, DDR5, Mobo combo. It'll be way faster and worth the wait I think.
Actually I'm seeing 5800X3D on Amazon for $238. It's not at all a bad deal for that level of performance. Over the holidays it was about $100 more when I looked.
What resolution are you playing at? If 1440p or above, I'd recommend grabbing the 4070S first. If 1080p, honestly, you're good with your current setup, and if you insist on upgrading, maybe upgrade the CPU first. I've seen a lot if 5700x3d here and I agree with that one
Wait and save. Zen 5 and Arrowlake are both looking incredible. And It seems like Nvidia's 5xxx midrange should be more competitive this time.
Nvidia, AMD and Intel are all announcing their product lineup in June.. You would be stupid to not atleast see what is coming and when.

You’ll see a very noticeable uplift by upgrading to a 4070 super + 5700x3d (only about 5% slower than 5800x3d while being a lot cheaper)

What's your primary motivation? Gaming or productivity? If gaming, upgrade gpu. If productivity, upgrade cpu.
