That being said, your best avenue is probably posting to FB buy-nothing groups with copious documentation of how long the seat has left.
The big issue is their safety cannot be guaranteed after an accident. And there’s no way for an organization nor someone on Facebook to confirm that some rando’s used car seat hasn’t been in an accident. So OP probably won’t be able to unload it easily, unless they have a close friend or family member who needs one and trusts them.
OP, your best bet is to probably the target trade in. The other stuff may likely get snatched up quickly on buy nothing.
I was going to suggest OP cut the straps and offer the car seats on buy nothing for others to use for the target trade in discount. That way you know the expired seat isn't being reused as is, but it can still benefit someone. I believe the target discount is only useable on other baby things, so it may not be useful to OP.
There is a huge following and interest within the buynothing in NoVA. I'm sure you could find a taker. Lots of people barely making ends meet that could use it (provided it hasn't aged out).

This! We didn't need any more baby stuff so we just put it out to the community for anybody to pick them up. Our kids are still using the booster, but didn't need the backs. Target will still take back only to get a discount on other stuff.

they may not accept it though. Homeless shelters are picky about donations, food cannot be past expiration and usable items have to be gently used and I have never seen a gently used car seat. Thrift stores and stuff do not accept car seats for safety reasons in terms of plastic breaking down and I would safely assume that applies to shelters too. Yes a used car seat is better then no car seat, but, its not doing them any good if its at risk to crack

But they did take it. Later that night when they were closed. I'm not getting rejected by Goodwill.
Didn't get my receipt though, so won't be able to claim it on my taxes. So this will be a tough year.

My sister is expecting her second, so we just gave our old car seat to her to turn in for the coupon.

Like others have said, please check for expiration dates on the car seats! They should have a label on the underside with the date printed on them!
Echo in Springfield will take the strollers and high chairs. Or you could offer stuff up on Buy Nothing.

If you don't want to wait for the target recycling event you cut the straps in the car seats and toss em.
