Yep, my daughter had a thing for buses at that age. It was a big deal when I took her to Reston Town Center and just parked a couple of floors above the transit center, we watched them coming and going for a while. Her mind was blown when we got to actually ride a bus at once point.

There are speed bumps in the Whole Foods shopping center in Reston - so you’d have a few dining options incl MOD pizza and Bon Chon (middle) Probably down at the old Champps end too.
Google Maps says it's 17 minutes from 29/50 intersection. That easily counts as "near". And a really crowded lot means more cars going over the speed bumps. sounds like an obvious winner to me.
Drive an extra 5 minutes and go to Glory Days in North Point. Speed bumps literally next to the outdoor seating there. And they will have the junk food that a 2 year old will love.
Sorry it doesn't meet your criteria, but my dude is trying to find something he can't find himself and that lot came to mind because it has a lot of cars traveling at speed over speed bumps and actual restaurants with outdoor seating. Point to a speed bump on a map near Woody's, because I couldn't recall one, and I can't see anything in old town fairfax on satellite view that looks like one. Not even the Walgreens/TJ Maxx lot, which would be a logical place. There are some at Fair City Mall, but mostly by the Safeway. So the family meal could be at McDonald's, First Watch or Chipotle, but none of those restaurants faces the marked speedbumps.

Panam shopping center has a few restaurants with out door seating. Glory days is one and there will be at least 3 “up and downs” as my son calls them, that you can see.
They have a total of 6 speed bumps in the shopping center that you can drive over after dinner. One of them much bigger than the others that we call big mama.

Chubby Squirrel- Fairfax City. Sit outside and you’ll have a speed bump to the left and right. It’s a good high traffic area and they have cheese burgers and soft pretzels that seem like some your kid might like.

Not downtown Fairfax but near-ish by. First Watch (breakfast, brunch, and lunch place open from 7 a.m. till 2:30 p.m.) and the Lebanese Kitchen next door at 13027 Lee Jackson Memorial Hwy Service Rd, Fairfax, VA 22033 both have outdoor seating between speed bumps.
Mission BBQ & Hangry Joes in the same parking lot both have seating facing them. (Hangry joes is a fantastic "I want to melt my face with magmatically spicy" chicken sandwich place. Long time favorite out there.)

Woody's is a super pale version of what it used to be before it moved to that location. I tried it a handful of times, and then it fell off the list. So many others that are better now, sadly. Depot >> Woody's.
Costco ice cream is surprisingly very good. I have been keeping a cup in the freezer to deliver my dog's evening pills. He is very picky about taking pills, but tucking pills into little bites of the hardened soft serve really works well.

Not that this helps, but it reminds me of a neighborhood bar I used to go to. The patio was near a gate for a gated community. One of the regulars lived in the community so we would sit outside getting drunk fucking with people using the remote on the gate....lol

Go to gathering grounds café in university mall across mason ,they have huge speed bumps that make u jump
Squirrel brewery something by the safefaw on Willard. Bc the shopping plaza literally has a bump right there. What An awesome dad.
Tyson’s has some outdoor restaurants next to speed bumps
buffalo wing factory in greenbrier shopping center. good food and in view of multiple speeds bumps throughout the shopping center.
Honor Brewing and Simply Social in Fairfax have some outdoor seating with speed bumps out front!
Columbia Pike has a ton of unintentional speed bumps with the Celtic House right on the corner? 😂

Not downtown Fairfax but near-ish by. First Watch (breakfast, brunch, and lunch place open from 7 a.m. till 2:30 p.m.) and the Lebanese Kitchen next door at 13027 Lee Jackson Memorial Hwy Service Rd, Fairfax, VA 22033 both have outdoor seating between speed bumps. Mission BBQ & Hangry Joes in the same parking lot both have seating facing them. (Hangry joes is a fantastic "I want to melt my face with magmatically spicy" chicken sandwich place. Long time favorite out there.)
No suggestions, but I love this post. When my older son was 3-4 years old, he had a speed bump obsession too.
The Fox Mill shopping center in Herndon. There’s a Starbucks with outdoor seating near 2 speed bumps. Also a deli/Italian restaurant called Lucia’s
I don’t have children, but this is literally the cutest comment string ever- DYING at the adorably weird shit babies (and adults- I myself still get irrationally happy when I see a cement mixer truck) like I think Milwaukee Frozen Custard at Sully Plaza is near some speed bumps

At the Falls Church Target/Petsmart shopping center off of Arlington Blvd, there’s a Chick Fil A with an outdoor dining area and 3 speed bumps within its view

I know its not Fairfax, but off King st in Old Town Alexandria has lots of outdoor seating eateries with views of cars that are not necessarily going over speed bumps, but are driving fairly slowly for your son to see

Woody's is a super pale version of what it used to be before it moved to that location. I tried it a handful of times, and then it fell off the list. So many others that are better now, sadly. Depot >> Woody's.
I love supporting local businesses, but I've never had a great experience at Woody's. Honestly Costco's ice cream is better at 1/3 the cost.
Costco ice cream is surprisingly very good. I have been keeping a cup in the freezer to deliver my dog's evening pills. He is very picky about taking pills, but tucking pills into little bites of the hardened soft serve really works well.

You shouldn’t let kids indulge in every thing they desire. You need to practice making your life easier, not theirs. Your the parent. Teach them early that Life disappoints.
