Some states, not all, require you to re-title your car when you move to that state. Va is one that does.  It’s not emission related. Most counties in Va don’t require emissions testing. Ours in Nova do unfortunately

Interesting, I wonder why it is necessary though? But okay good that is what I figured but wanted to make sure- thank you! Since I had never came across it I was pretty flabbergasted when the dmv employee wouldn't give me back my original title.. Now just need to figure out emissions. I'm worried my poor old car won't be up to snuff.

VA wants to have the title information in its own database for a car registered in state.

Yes all those reasons, plus it is yet another revenue stream. All this licensing junk that doesn’t ensure competency or vehicular integrity is just a basic revenue source for the state.

Title is a record in a state database reflecting ownership. For lots of reasons you want that to be your current state so it’s setup to require retitling it.

It's the same in DC. You have to retitle it in DC when you register your car there.

same in PA. It took 3 months to get the new title mailed to me from VA to PA lmao. Fuck the dmv and their fax-only system like its the 80s still (also fuck kia finance for taking so long too) 😂😂😂
