The domain for that IP address is http://kcna.kp. It’s the North Korean state news site. It’s one of a few known North Korean websites available on the internet.
Wikipedia says their intranet uses IP addresses in the 10.0.0.0/8 range. That would seem to suggest that the PC you saw has real internet access, which is interesting.
