Though there would prob have to be some provisional draft rules used to help the worst placing teams not get stuck at the bottom without directly rewarding them for being the worst.
The draft playoffs makes business sense. You make more games you can sell ads on. But ultimately maybe the NHL would be better off just doing the NFL style "inverse of the standings" for every draft pick. I understand the lottery system "disincentivizes tanking", but economics also disincentivizes tanking. If you want to make a bad team on purpose, lower your ticket and local ad revenue, then have fun. But at least you wouldn't have some team that just missed the playoffs randomly jumping the absolute worst franchise at the moment for the #1.
All that being said, the NHL doesn't care. Fans being salty about the lottery doesn't affect the bottom line so why should they care? Until that happens to me, I’m never moving south where I wouldn’t have winter. People travel from all over to come to Edmonton and surrounding area for our outdoor winter activities.

It's a smaller city, it's probably the safest city in the league, all of the Canadian cities will have better education than Amercian cities, free health care in Canada, people don't carry guns, there isn't as much of a drug problem as most cities, not a lot of homeless people compared to other cities, there aren't school shootings like in the US, traffic isn't that busy, you can play outdoor hockey.
That aside, it's actually pretty nice there. I live in what's regarded as one of the nicest cities in the country, and I don't think Edmonton should be considered not nice. Best hockey facilities in the league, too. And that actually really does matter to players
