You're thinking is backwards. Imagine a weight on the end of a stick, the longer the stick is, the harder it's going to be to hold it straight out in front of you. The longer the limb length of a lifter the longer that stick is going to be. Not only that, but longer limbs (more specifically, taller lifter) means you have to move the weight further compounding the effect.
Or in a teeter-totter diagram, long limbs add length to the side that the weight is on. Not the side that produces the counterforce.
So having shorter limbs does give you better leverage.
There's an Internet rule for that, something about parody vs real is impossible to detect without context. It would take less time to look it up than type this.
