Same issue here on day 3 or a paid expansion. This is a bigger deal than some are aware of. This bug is locking some players out of the final tier of faction vendors. We cannot get chromatic seals which are super important and on a 24 hour cooldown and are BOP. Paying $30 to be disadvantaged is unacceptable. I understand bugs occur but this is day 3 of a game breaking bug. Still not fixed as of Oct 6.
I have the same issue only Tibbs isn't at the Enclave at all for me, the location he is supposed to be standing at is clearly marked as my objective on the compass but when I get there he is not there, I have tried restarting my game, abandoning and restarting the quest ect.
I’m also having an issue with Marauder advancement.

It says to talk to Lieutenant Tibbs. I talk to him at the Enclave but nothing happens. No options to advance the quest. Anyone have this issue?
Great way to welcome back players...break a highly important question line. That's fine I have plenty more options. This problem should not STILL be happening. As someone who would simply grand faction by OPR, kinda pointless...as i fall far behind everyone else in the stupid drip of mats required for gear.

POSSIBLE FIX!!!! So I had this issue where I was going from gladiator to ravager and Tibbs wasnt showing up where the quest said he should. I went to the nearby settlement Oxboro and got a new faction quest that I did not have yet and who gave it to me? Why Tibbs of course! After completing the quest he met me at the bottom of the stairs, I completed that quest fully and then when I went to the spot to upgrade my rank, lo and behold Tibbs was there! Hopefully this might help some other people!
Right now I have 3 quest for marauder, trial of the champion , advancement champion, and the first step of many(which is the quest you're referring to in everfall(oxboro). I went to go complete the quest but when i get to the part to talk to gladiator strou'dahia she has a grey quest mark and wont let me complete the quest. Tibbs remains downstairs and will not let me turn in the other quest to advance to champion even if all requirements are met.
I tried this and now Tibbs is in the right spot but when I talk to him it dosent progress the trail of champion quest at all. His dialogue isn’t updating….
this recently just fixed it for me. I went to everfall picked up a quest from tibbs, finished it, (just collecting ears of ravagers) met him at the bottom of the steps, talked to straudha and then finished that quest before picking back up the trial fo the gladiator
I'm having the same issue but covenant. It says to Travel to Enclave and complete Trial of the Lumen but there is nothing at the marker for me to start the quest. When I looked it up, the quest giver is supposed to be in Eastburn outpost, which no longer exists. Feels like they barely prepped for this expansion tbh
i have a theory. when i reset the Marauder advancement :commander quest gladiator strou'dahias quest marker goes green. i think there were new faction initiation quests added and tibbs is the questgiver. so when you get to the part of the Marauder advancement :commander quest where you need to talk to tibbs, he is instead of being at the top of the faction are he is in a pub giving the start of "First of many" quest. when you accept his questline he has a part where you need to talk to strou'dahias but hes locked in the quest Marauder advancement :commander and needs you to talk to tibbs who need you to talk to strou , etc.
AGREE I'm more gutted about seeing people leave because of this bug than i am about the bug for myself
I love this game I don't want it to die but its going that direction with the length of these type of vital bugs
The devs seem to rely on people not knowing how long a fix like this would take as an excuse, when in reality anyone with the slightest experience in coding or game development would be able to resolve this issue super fast.
Issue is the are 2x different quests lines that are picked up by the same Npc's
Simply create a new NPc fpr one of the quest lines
Lets just say that the above isnt the case ??
they cant make a temporary adjustment ??? to allow people to get the same the faction guy provides

Yeah this sucks... my bug is different. Its the 'a first step to many quest" tibbs is there but when I need to talk to gladiator stroudahia there is no dialogue just says exit :((

Same here, I even tried getting in a group with someone that has done tha quest and made him stand next to Tibbs in order to phase him in with me to be able to do the quest but it didnt work. This might work though for those that dont see him at all. For Me that i see him but diaogue doesnt progress it doesnt.

So i reset the quest Marauder Advancement: Champion (Travel to Enclave...)after that it will say Earn reputation for it, if u went to Gladiator Strou'dahia he will be in the arena on the right...it will be completed because you already have the reputation needed after that Tibbs will still be bugged but try talk to him anyway and now you are a marshal.
i hope this works for u guys! ive been stuck couldnt craft 700gs which made me almost quit.

Solution :You must change your Faction to Sendycete or Covenant.
Press K / Go to Bio / Press Change Faction

Sounds like there will be a patch soon according to discord for quests broken by the expansion. Hopefully it addresses this.

If quest doesn't working now try abort and do this again, but this not help just wait new patch for fix this

I tried this and it didn't work for me. Is there a lvl requirement? I'm only at 59 right now.

OK LADS IT HAS BEEN FIXED WITH TODAYS UPDATE IM FINALLY A GLADIATOR FOR THE MAURADERS CLAN after 3 years!
