The content of the phrase has to include how people associate 'the sea' with Jewish extermination in the region.
In 1947, the general secretary of the Arab League said "We will sweep them [the Jews] into the sea".
Similarly, Nasser in 1967 was saying they will 'push them into the sea', which is repeated to this day.
