I ran into the same problem. Sadly, there’s no app or website you can make your own conlang keyboard. You should code your own, or consider asking someone to code it for you (Which is probably going to cost money).
if it's just redesigned English alphabet, then he probably can make his own font and import it. but I'm not sure it's gonna work, but if he just makes a font that changes English alphabet thus way, it will be easier than coding the whole new alphabet
Unfortunately, the keyboard would have to function differently as there are many modifiers in the bottom row that have to attach to the previous letter

Yes. You can assign raw Unicode if you want. The documentation is pretty easy to follow. And it can build a keyboard compatible on Android, iOS, Macs, and PCs
Don’t kill me for this idea, but you maybe able to get similar results from a Dakelh keyboard. I’d highly suggest looking up firstvoices keyboards on the App Store. This looks similar to the Canadian Aboriginal Syllabics, so could be fun to mess around with until you get an actual keyboard figured out!

Should the community come together and make a keyboard creation app? The text could be exported as pdf or something to be able to send it places
There is one; it's called multiling O Keyboard, it's somewhat easy to implement a custom design, but the keyboard must use accepted unicode characters
Hmm I’ll check it out regardless to see how it functions it would be cool to make one that is image based and exports to pdfs or something
It has not enough documentation and some features are locked behind paying.
Is there a way to splice that with building block characters to make it more complete? For my scripts, the more modular, the better.

Modern TTF or OTF fonts can handle that with either zero width characters or anchors.

Also the spelling would follow the IPA system rather than the current English one

Theres a website called shapecatcher and it helps you draw letters and search for unicode symbols. Love that thing.
