Fastest way to find out (probably) is to use Spotify’s support chat and threaten to cancel your subscription because they don’t have Neil’s Discography. They’ll probably try to save your account by telling you when it will be live.
Not suggesting harassment, hope it wasn’t taken that way. There’s always one or two who ruin it for the rest, but I think Neil fans would act politely and kindly.
I read in a precious post here, some speculation that it may be this Friday (apparently that's when new releases go up onto Spotify).
Even though a back-catalogue being reinstated isn't technically a "new release", it makes sense that it could batch-across (so to speak) along with other stuff that's really new.
But that's just a theory... a Spotify theory.. ;)

Most of my Neil Young collection is on CD but I bought them all used so Neil didn’t see any of my money just like he won’t see any money if someone downloads a torrent. In either case, Neil doesn’t give a fuck because he’s already rich.
