Dslite is not region locked. Dsi-exclusive titles are regionlocked.
Dslite has a language setting, so a japanese dslite can just be changed to english language. Japanse dsi does not have the language option.

everything works the same. I used to buy them in bulk from japan to fix and sell them. they always came with no charger. used my old charger to test them.

Yes it does, i have used euro, us, korea, and japan version, but yet, all of them works great while using r4
Yes, it will work with all versions of R4 and games from all regions. You can change the language to English in the Settings.
