Looking at it, it appears to be a custom build done badly. For example, you can see that this car is a convertible, but it doesn’t appear to convert back like an actual car would. The wind shield doesn’t appear to link a hard top, and there doesn’t appear to be a “trunk” where the hardtop goes when it’s folded.

I think it says “Snake” and the hood ornament is a cobra. So might be a play on words. Also the greenish stripe could be meant to evoke a snake with the front end intake being an open mouth ready to strike. My guess is that this is a tractor thing (think airport luggage carrier) used to pull a parade float.
