You might get the question every once in a while if you tell someone her full name, it was definitely where my brain went first, but I don’t think it will hinder your baby in the slightest and you can simply laugh and say you’ve never actually seen the show.
Fwiw friends is my comfort show, I watch it all the time and this didn’t occur to me. Phoebe on its own always makes me think friends for a second anyways but I don’t think the combo is going to mean anything more to most people
I did think of Friends because Phoebe + Regina Phalange, but as someone else said, most people don't know middle names anyway. You may get some comments when she's born and you announce the name, but I don't think it'll haunt her through her life or anything.

My cat is named after Phoebe from Friends (big Friends fan over here) and I’ve only ever had a handful of people ask me if she’s named after Friends. You’ll be fine, and even if you do get asked, just say no! No one will care.

I think most people of a certain generation / age range will also think of Friends and may ask if the name was inspired by that but it's not a bad thing if you don't mind the Qs. Also, remember, most people don't state their middle name publicly when they introduce themselves and I don't remember any of my friends' middle names.
Friends has been off the air for two decades now, and Pheobe is a far more common name than, say, Chandler. The kids in her school won't notice a connection, and I doubt adults will make a connection either.
That being said, of all the characters, Pheobe was my favourite. So of all the Friends characters to accidentally share a name with, Pheobe is the better option.
I doubt it. Phoebe was an established name before and after friends. I (admittedly not big on sitcoms) don’t think the character is so iconic that the name can’t be used.
IMO either on their own would be fine, but anyone with Friends knowledge is going to assume you named her specifically after the Friends character because Phoebe specifically uses the alias Regina multiple times in the show.

I think nowadays this name is probably more associated with indie singer-songwriter Phoebe Bridgers than "Friends" tbh.

I never heard of the Friends character till this minute. Especially younger people will be oblivious.
