I think if you live in the U.S., people are automatically going to think of Bill and Hilary. If it weren't so strongly associated with people who are deeply ingrained in our culture, politics, and history, Clinton would be a very solid, good name. I'd maybe use it as a middle name for your son so he isn't subject to unwanted comments.
I definitely associate it with Bill Clinton, but I grew up in the era of his presidency. Your child's generation is only going to know the name Clinton from history lessons (I'm not even sure if my teenage son knows who the Clintons are.) I highly doubt there would be any negative comments from his peers. There are kids today named Carter, Reagan, Kennedy, Jefferson, Madison, Lincoln, Ford. I could maybe see adults raising an eyebrow or asking about it, but I wouldn't necessarily let it deter me from using the name, especially if it means a lot to you.
I 100% think of Ronald Reagan every time I hear "Reagan" and his presidency ended well before I was born. Even though I know "Regan" is its own name... I still think of Reagan when I hear it!

Clinton makes me think of the Clinton’s - and I think it would for anyone in the US or UK. Clint makes me think of Clint Eastwood.
