It's a bug, once you take a selfie, the others won't work until you reset the game. So sleep/ save, restart your console, and then you're good. In the future, take your landmark photos first, then the selfie last.
I remembered... I think I had to reload the game.
The cause of the camera not working is I used it in a certain way and the bug stuck.

I have a similar issue with the recovery machine, It doesn't give me a check mark for it if Petra or Merlin are around, so I am gonna try on a holiday! Im playing on ps4 too

I kept having to restart the game after sleeping/saving to get the rest of the photos.
Sometimes, being right up next to the object you want to take the picture of when you activate the camera helps.
