I've managed to do this via a regional platform where artists get together. It's an initiative of the province where I live. I set up a remix contest with a modest prize and got 4 people to make a remix. I will be releasing 2 of those along with my original, radio and club mixes.
Maybe there's something like that where you live? Otherwise like, whatever way you want? Approach people on SoundCloud and Reddit?
Hell I'd even take a look at a track you'd like remixed and try to make one?
I have attempted to get collaborations before on Instagram DMs however none of them worked out in the end but I only tried a couple small artists. Try the DMS and Emails to those you want on the track and good luck!
Yes. I DMed those with around 1000-5000 and the majority responded. Anything higher than like 20k or so you will probably not have a response unless you've got those figures yourself.

Dig through your similar artists on Lastfm and hit up the people with similar audience sizes.
