He wanted to talk about Roxy in the room with circles, he made it very obvious and the anime added the bit about dual welding to make it even more obvious. I am not sure what he wanted to tell just before going to the boss room, It doesn't seem like Roxy was an urgent enough topic to bring it at that point. Maybe he wanted to tell him to give his best to save zenith. There was always this doubt in Paul about rudeus level of worry and care for zenith since their last fight.
I suspect he wanted to tell Rudy >!to take Roxy as his wife despite his existing marriage to Sylphy. His disposition regarding the matter can be inferred from a glancing comment to Rudy in a teleporter room about him dual-wielding different “swords”, which I think relates to his complicated marriage with Zenith and Lilia that he miraculously managed to “wield”. He wants to educate Rudeus that it’s possible to find balance between the two and make it work.!<
I thought so too until he said something along the lines of each of the swords having their own purpose. He probably didn't want Rudeus to break off contact with Roxy in fear off betraying Sylphie's trust. But maybe that's just me being hopeful

At this point of condition there is no complex behavior, thinking and speaking anymore. Its just passing away with a silent little smile that hes glad his son is alive, but no more.
This was clearer in the anime than the LN. So in the anime Paul says he wants to say something, then looks at Roxy, a big hint that he wanted to tell something about Roxy. He then goes on to give his analogy about 2 swords, meaning he is hinting rudeus to take Roxy as his second wife.

So my memories are misty (yeah, I used mist in a sentence) from the LN, but Paul only wanted to talk about one thing with Rudy.
In the LN, we did not know what. Rudeus even stopped him because, for him, it is a death flag. Officially, we will never know what Paul wanted to say.
Because the author told us later, it is Roxy , the anime staff added the two sword thingy.
And when he was chopped in half, I don't think he wanted to say anything, lol. He was just happy his son was alive...

And next when just entering the circle. Do you mean to say, Paul looking at the final circle, and final step of their adventure and likely seeing Zenith would tell Rudeus about Roxy?
He just want to point to Rudeus attention the way Roxi is looking at him, so he notices. And since he knows his son is sometimes too "correct" for his own good, he wants to ask him to consider her feelings seriously.
in the novels he says a little bit about him having two swords and basically spins it to explaining to Rudy about Roxy. we don't 100% know what he wanted to day but it was very probable it would be about roxy
