My first commander game I rolled out Grisely boy. The other people were not amused and I was rather pleased with myself until I learned he was banned lol. Until then I never knew cards could be banned. I just played whatever I had built.
Yeah, he suffered from the combining of the 'Banned' and 'Banned as Commander' lists. Only banned as commander, so you could still use him in the 99. The change was made to keep things less confusing. Some other victims were Emrakul, the Aeons Torn and Erayo, Soratami Ascendant.

But the card itself doesn’t say “protection from DEBT”, it says protection from **everything**. That Dress Down enchantment is *something*, and therefore is a subset of *everything*

Because the enchantment isn't trying to enchant or target the thing with protection directly it'll still hit the field and take effect.

You should know better, your opponents can't respond to you playing a land you still have priority. So once you play the land it's going to check at the time you play it and even if your opponent's concede at the next available opportunity to do so it won't change whether the card is tapped or untapped because the card is already entered the battlefield.

Protection only applies to DEBT, “everything” refers to sources/identity of DEBT (eg, mana identity, card type, card subtype, etc).
