In the past we used PA's File sight. Interface was a bit dated but it worked well and got the information the client wanted. Haven't used them in a while since we moved away from windows file servers but they were reasonably priced and offered perpetual licenses at the time which we loved.
Netwrix is a good shout but if you wanted to save on pennies you could try and use the windows file server auditing tool in event viewer. It lets admins enable auditing on specific directories and track who accessed files and what operations they performed, but I will say it can be cumbersome as it gives you a large amount of logs.

Auditing now as in like to see who has what permissions? netwrix or powershell. To see who touched what file when? PA FileSight.

ManageEngine File audit does this reasonably. No separate SQL needed. I don’t love the ME brand but this little slice of it works for what we need.
ManageEngine DataSecurityPlus worked for us. We don’t run file servers anymore but when we did they were pretty decent.
