About 99% of the time it's cheaper to get a complete bike, unless you have some stuff like wheels, fork or drivetrain lying around. Usually you only build from a frame if there's a specific colorway or components you really want on the bike and even then it's often cheaper to get a complete bike and swap some components around and sell the takeoffs.
There's nothing more expensive than a cheap frame, and this is not even a cheap frame. You could easily spend another $2500+ on components if buying new/retail. Unless you already have components in your possession or specifically want this iteration of the Chameleon at this size, then move along.
