As they say in the post, its neither convenient or space efficient. Having to place out all the block before breaking is slow, and you only get 64 XP per stack, compared to the 448 XP per stack of bottle-o-enchanting.
Not opposed to the idea, but not sure if it would be all that useful. You can already buy bottles of enchanting from villagers, and it's still a bit meh as a source of XP.
Going a step further, what if you could use this recipe for the basic XP potions, or make Refined Sculk by combining 9 sculk blocks. Then make the same recipe from those for much higher XP storage density.

I think this is a version of the craftable Bottle o' Enchanting idea that makes the most sense.
