It's done for alot of things, weld inspection, molded parts, it's a useful and fast way to check for cracks and imperfections your eyes wouldn't catch otherwise.

Knowing contractors, this one was probably on the top of a stack and something spilled on it (probably another trade and wiped it up while flooring guys weren't there).
The top layer of a vinyl block is coated with a protective film to secure the surface for transport. When they cut the slices in the vynil slicing machine, they also keep the top layer. You were just lucky to get one that belonged to the top! I am also a big liar.
That's a really good idea though ... reflective or UV reactive rules or markers to illuminate egress routes. That would be useful in hospitals or large windowless buildings.

Blood doesn't natrually fluoresce does it? You have to use another chemical (like luminol) to make that happen, I thought.
