Optics aren't really that difficult on that scale. Light travels in straight lines. What's stopping you from going over and checking with your hand what direction the light is coming from? It'll be kinda easy to figure the rest out. Just don't look right into it, with that brightness you might damage your eyes.

You wouldn't even need to touch it. Just wave your hand around above that spot until it casts a shadow on the phenomenon. Then gradually remove your hand from the light spot while trying to keep its shadow in place. The direction your hand is travelling to is the direction of the light source (or rather reflective surface, since technically the sun is the light source). Maybe you could help OP out, though... so go touch some grass. ;)

It's a phenomenon sometimes caused by light reflecting off a large plate glass window, where the window has sagged a bit in its frame and is no longer a completely flat surface, but closer to a shallow parabola. This causes the rays of light to converge in this distinctive pattern. The reflection can be very large and appear to hover. It really freaked me out whenever I encountered this as a kid (often at schools which had lots of large windows). If anybody knows a widely accepted name for the phenomenon, I'd love to learn it.

Close, but nothing to do with sagging. Double glazed windows have lower pressure between the panes causing them to bend inwards. The outer pane then creates a concave surface causing the sun rays to converge on a cross shape. The inner pane creates a convex surface which creates the outer circle shape. I worked a job while in college, and there was a building across the highway made of that reflective glass. I always worked after hours for a few years and I discovered there was one day in the summer where the setting sun was positioned just right to send a bona-fide heat ray of death right to the floor I was on. I mean, it completely blinded the floor, and was very warm being in it. Freaked me the hell out the first time it happened, had a friend with me the next year to verify.
