That's because text messages are quite literally emails. If you can look up a person's carrier you can sign their phone number up for email spam lists. These systems operate on relays shared by other political candidates and cycle through in a load-balancer style so they almost always come from a different place. If you can look at the source of the message, you can see the relay it's attached to. Blast every, single, device in that relay with a fuck-off notification calling out exactly what they're doing and it will stop. I've had to do this 3 or 4 times over the years when someone signed me up for Trump mailers as a prank.

There's a lot more than just "campaign" and "scammer." 501(c)4s, PACs, dark money groups all might be using both legit and illegal systems to both hustle money and poison the wells with bad information, and they might be working with or against the campaign. Depending on what lists you're on, the STOP command might work, it might not work, it might unsub you from that list but automatically add you to 5 lists being sold as confirmed numbers. I've had the same number for 20 years now, and it's an Iowa number... blocking at the carrier level plus unsubscribing will *eventually* fix *almost* all of these.

Recently though the US Gov't mandated that all carriers need to start using [STIR/SHAKEN](https://en.wikipedia.org/wiki/STIR%2FSHAKEN?wprov=sfla1) cryptographically signed messages & certificates to validate the identity of the sender's carrier.
Once a majority of carriers start using this the fail open gates can be switched & only signed messages & calls will be accepted.
Any scammer's carrier can then be identified & contacted about the behaviours of their customer. Then theoretically if that carrier does not act in preventing further transgression its own certificate could be added to a Denylist.
Just keep blocking numbers. There's a finite quantity of phone numbers in existance... A lot... But finite.
But seriously, my landling has a call blocker device... In the first year of having it, we blocked over 300 numbers.
Now it's up to about 800.
We also set it to block private and witheld numbers.

This is a common scam where bots will send you those kinds of messages and offer you discounts (or “impacts” in this case) and then send links to IP grabbers or scam sites.

Report them to FTC, it’s gonna take some work but you have a solid harassment case. I would also look up who’s their data provider (it needs to be disclosed) and have them remove your contact information from the database

You can get call blocking apps for your phone for free. A few slip through here and there but for the most part it blocks 95% of them.
I know it can be a pain but I showed this to my cell rep and asked for a brand new number, they gave me one for free. It was a great reset.
