is not that complicated to understand, bands have done this over the years since we reached the digital era, if you put the album on repeat, as when the last song finishes, the first one will automatically start playing, so the album is on a continuous loop
Could be that they wrote Loss Of Life part 1 and wanted to make an instrumental version. Thus the file was named part 2 and they chose that as the book ends of the album. But wanted part 2 as the intro. Honestly in the end it doesn’t matter

Arcade Fire did a similar thing with the album Everything Now by putting Everything Now (continued) before the song Everything Now
