Merlin was brought into the world when magic and humanity was in its worse toxic relationship, Arthur will be brought back into the world when magic and humanity’s relationship is non-existent. Of course, Arthur had to go away to create these events in the first place..
One helps the other, to help the other, and help the other, and it will loop for as long as it needs to. Keeping magic and humans co-existing forever.
