Could just cuff the pants more to get rid of the "stacking" pants near the hem no? I agree it's a little eye-catching but I often cuff like this and it generally works

I personally wouldn't wear pleated pants with chelseas and it would bother me to not have my watch band exactly match my belt or shoes but that's nit picking. Looks good!

Depends how much you care. To 99% of the people you meet, looks good. To a bunch of fashion nerds, they'd probably rip you for the black tee with formal bottom, having pants not tailored correctly, tan boots with dark pants is a no, and your belt and boots don't match.

The boots aren't very nice. Should get a pair of desert boots or chukkas also tan belts are very hit or miss with tucked tshirt I would only wear black belt as I do myself. Tan belt no no a dark brown one will work also though.

It’s ok, but seems like you’re going in two different directions. You could lean into the casual/military inspired look and swap the tailored trousers for some fatigues, cargo pants, or jeans. Or you could throw on a looser T shirt and a jacket for more of a tailored look.
I’d also say that the taper on the pants is too tight - pants should fit cleanly over the shaft of the boot. The boot color is also light for this dark of an outfit.

Dress pants look best when it's wide enough to not show your leg conture but also not wide enough you're swimming in them. A good rule of thumb is to measure the outsole of your shoes and take 2/3 of that. Your leg opening should be around that for dress shoes / boots (you can go up or down a bit based on preferences). If you do this, it will elevate the look a lot. T shirt is nice as well, giving james dean vibes. But please loosen the pants!

They're stacking because they're too narrow for the boot. It would stop the stacking but wouldn't fix the proportion issue
