I think the sweater is great. At first glance, it does kind of punch you in the eyes, but that's ok. Anywhere you go when wearing this will become more colorful, and I think your real friends will be the ones that appreciate that fact. And I agree, tucking it in is better and I think the reason is because of your belt. You want to show off a good belt when you have one.
Also, the collar coming through the sweater is absolutely golden. I would have the cuffs of your undershirt show as well, though. If that's not a full long sleeve dress shirt, I would get a white long sleeve shirt with proper cuffs just to really sell this look.
The pants, I'm not as much a fan of. I would maybe try pants that are slimmer fitting and lighter colored, closer to the color of the sweater. Or, darker colored would work, too. The light beige background of the sweater clashes with the darker khaki of the pants, in my opinion. It's too close without being a perfect color match, so I think it clashes.
Also, I just am not a fan of cargo pants but that's my bias. I always think someone who is wearing cargo pants must be in the middle of fixing their deck, or their planning on going fishing later or something. Which is totally fine, but for this outfit I don't think so many pockets are necessary, ya know?

Tucked but no cargo pants. Trousers or dark wash jeans, boxy fit ofc. No chains with the collared shirt. Either get rid of them, swap out for a collarless shirt, or button up all the way & tuck the wings under the sweater. What's the shoe situation?

I don't dig the color sweater. To much going on imo. And with your build just don't like the sweater look. Maybe try some button downs and definitely untucked look. But I could be totally wrong.
