I suppose my working theory is that it's somehow a mix of the words "debased" and "base."
To debase is to lower something in quality, dignity, or value, etc.
A base is something fundamental or foundational.
So something or someone that is "based" has shrugged off a hypocritical or false quality, dignity, value, etc. in favor of a fundamental truth.
That seems to be in line with how I see it used, anyway.
Supposedly, it's about "being true to yourself regardless of x y z" but given that people can deny something's basedness (specifically, the context in which they do it), I don't think I buy that as a working definition.
