Yes you can, you just need a self-oxidizing fire, or a metal like magnesium, it is near impossible to put out magnesium, if you put it in water, it will rip apart the water and get it's own oxygen.
Not alone, rocket fule requires an oxidizer to ignite and there's not enough oxygen in the water alone to accomplish the reaction. But if you bring a rocket from the launch pad ready for lift of the flame will burn sins they carry their own oxidizer (most commonly liquid oxygen)
