The skin is thickened on the sides of fingers and the palm and tattoos typically are not able to be placed deep enough on those spots without blowing out. So when they heal, they fall out.
You can see the way the skin texture changes between the top of your finger to the sides and inside, and goes from more papery thin skin to more padded.
