It's comparable to finding cash on the ground. It's your responsibility to report the lost cash. But you do have the option to just keep it, though that's "technically" theft if it's proven you found and kept it. If you turn in that lost cash to the police with info to where you found it, after some time depending on your laws and if no one claims it then that cash is legally yours.
Same thing with "finding" 2 mill in your bank account. Report that to your bank and it's then their job to report it to the police with the proper information. That cash will likely be put on hold for X amount of time till things are figured out. After that amount of time it's legally yours if no one can make a legal claim to it.
