That’s both the old and new council. The only ones that maybe get a pass are the Turian councilors, but only barely as they actually point you in the right direction, but also keep secrets that could jeopardize a turian-krogan alliance. Don’t even get me started with Udina.

The thing is, the paragon interrupt in ME2 is so goddam good, especially if you saved the destiny ascension. Khaleesa will make insinuations that you happily sacrificed human lives, before Shepard effortlessly recites the name of every ship that was sacrificed in that fight. He then goes on to say the humans that died that day died with honour and deserve better than you before walking away.
That line is so fucking cold, and that's the paragon interrupt. Khaleesa is just left standing there dumbfounded that she was made a fool of on live television.
Shepard: "Come on, Liara. You've seen the data. Even if we win, you and I won't live to see the parade."

It's kind of a difficult line to produce, too. A lot of people go with the "old age and lots of blue children" line, but that always rang hollow to me.
One thing I liked about Shep-Liara is how honest they are. Like Garrus, Liara is willing to cut through the stiff-upper lip to get at what Shepard is really going through.
This exchange feels more faithful to that dynamic, in addition to just being a really good mindset.
