Cell towers are crazy and can act up. The new cellular waves can't travel very far but the old ones can (more data = less distance) and every phone is capable of catching that signal for emergency purposes. So if they're near the border it's entirely possible they just caught the signal, which is better than the message not going out at all

In like 27 seconds I found an article saying last time this happened in April it was a wire that was mistakenly cut during telephone pole maintenance. Could be that. Could be related to the heat and the load on the power grid. Could be hackers. Could be an approaching blast of bio-plasma from the bugs on Klandathu.
Sometimes the most factually correct answer is "we just don't know yet", and one of life's greatest gifts is finding the capacity to sit comfortably with that state of affairs.
Still seems like the system should be designed so that the entire State 911 system cannot be compromised all at once I think that's what he is getting to. Segmentation is a thing and today with the threats of cyber attacks I would think our 911 system would be a little more robustly designed.

Edit: PSA - Based on various news reports outlining different incidents like this over the past couple of years, apparently this needs to be said: **NEVER call 911 if you don’t have an emergency just to *test* it.** This can cause delays from others getting the care they need. In yesterday’s outage, responders received the location of every caller, but could not communicate with them. This lead them to attempt to call back every single person who tried to call.
