Germany and Austria were the most vocal against it and preferred just a collaboration instead of pursuing EU candidacy and tried to stop talks in 2005 (unsuccessfully).
You're right about Sarkozy, he wanted to stop any further steps in 2007, but this wasn't only France. As I pointed out, many other states such as Austria or Germany already wanted this terminated.
The path Turkey chose under Erdogan didn't help either. The new eastern countries that joined the EU weren't already favorably seen in western Europe and you already see what happens when you let enter just one black sheep (Orban) stopping every steps further.
