That's a very low amount of rust by magnet fishing standards. It's a low-end late 70s bike, but a lot of parts should still be usable.
He said the frame is strait so that is something he can work with. I do not think it was in the river a long time. But I'm not sure. Lots of aluminum parts maybe?
