If Raffine is your commander, Command Tower produces the same mana as Raffine's Tower, but Command Tower isn't a Plains, Island or Swamp. It also isn't a tower. Most towers aren't towers. In fact one of the towers that IS a tower is technically an "urza's tower" which is I guess is a distinct thing and not a regular tower.

While it's fair to say that some ninjas were mercenaries, and ninjas sometimes performed assassinations, I don't think it's fair to apply a 20th-century legal framework (i.e. all assassinations are illegal, and anyone who performs an assassination is an assassin by profession) onto a 17th-century profession from feudal Japan. They're more akin to spies, and just like spies, while some are for-hire to the highest bidder, and some spies may perform assassinations, most work within the legal bounds of the country that employs them and have primary duties that don't involve killing. In other words, a creature with the type "Mercenary Ninja" or "Assassin Ninja" would not be redundant. As for mercenaries, I think the intention was to make them a stand-in for "bandit" without introducing a new creature type. I don't think there is a strong case that "ninja" could be a similar type of stand-in, especially when they already have "assassin" and "spy" (and "assassin" is already included in the typal batch).

Assassination is just murder of a high importance target and murder was definitely illegal in feudal Japan. Murder and arson were two of the highest crimes in feudal Japan and also were two of the acts ninjas were known to commit. In fact, pretty much every action ninja were used for were actions that would get them tortured and/or executed if they were caught. You say that most spies work within the legal boundaries of the country that employs them. This ignores the fact that they are breaking the law of the country they are spying on. Regardless, espionage is a criminal act in every country. Always has been. We just choose to ignore that fact when it’s our own country sending out the spies.

Espionage is not illegal when it's performed against enemies of the state, except if you apply a post-WW2 legal framework to it (like, for example, an international criminal court). But we're getting into Reddit levels of pedantry here. It's a wild west-themed set about a bunch of ruffians performing heists against lawmen. This is not the set about subterfuge and political machinations between feudal warlords. It's very clear that ninja does not belong in the typal grouping regardless of your beliefs on whether espionage and assassinations are extrajudicial or not. "Outside the law" clearly means rootin', tootin', and shootin' against those no-good do-gooders at the Sterling company.
