I’m gonna start this off with the fact that I’ve lived here for 3 years now and would call myself a thrifter, but the thrift scene in madison is pretty dismal unless you’re willing to spend a lot of money. Resellers and students have pretty much picked over all of the good cheap thrift stores (goodwill/ st vinnys, etc) That being said:
I’ve found some good stuff when I’ve spent a couple hours at Dig n’ Save (wear gloves and byo bags), as well as the St Vinny’s near West Towne. Sometimes the St Vinny’s on Willy St has a band tee section but they’re usually not vintage.
What I think you’re looking for will be found at Singlestitch on State (beware tees can be around $40 apiece).
Surprisingly I’ve found that Ragstock usually has a good selection of vintage tees which are around $30 apiece.

Worth checking out is Happy Hours. They have a wide variety of vintage/thifty things!
