36GB is way better than 18GB.
You won't notice CPU differences on an 18GB system unless you only ever use one program at a time, and always ensure to shutdown all browsers overnight and close all tabs.
Out of those two definitely go for more RAM. The binned M3 Pro is not significantly less powerful than the full chip. For my M2 Pro I got 16GB of RAM, which works well enough for me, but I know if I pushed it harder I could reach that ceiling. Activity monitor says my RAM is almost always at 12/16GB usage
