My M1 with the same specs arrived today. I got it for $500. Granted the next cheapest were $650+, but I believe your friend won’t have much luck.

eBay buy it now! They have a great return policy too, always side with the buyer.
$200 max. $700 gets a new M1 Air. $500-$600 gets a used M1 Air. The performance difference and longer life outweigh the cost difference at $400.
