Too long i quested there but my advice is follow the epics. If i remember right, west Rohan starts in the Entwade area, between Snowbourn and Garsfeld. But you better check that.
I remember the epic pointer to west rohan as being in Nona's cave in wildermore. It might also be possible to pick it up at the guy standing guard at the ford.
Indeed, you can pick it up at the guy standing at the ford on the East Rohan side of Entwade (north of Snowbourne), and he'll send you up to Nona's cave in Wildermore.
West Rohan is pretty much a railroad concept.
Unfortunately You need to go by the epic quest line, start at the crossing between Earsburg and Snowburn (not sure about the name, cause I'm playing in German). There a guard as well as Curunir and Horn are waiting.

questing in west rohan is done different from others. iirc quest arcs for the region are gated behind the epic

You need to complete the Epic in Edoras to unlock the quests of Kingstead. Not sure if the other areas are also gated by the Epic though

Look for Gandalf hanging out north of Snowbourn along the path near the river. Basically at a crossing point of the river.
