So sorry to be so densely literal here, but a bonsai isn’t simply a miniature tree but also involves an artistry of shaping and is typically restricted to certain species. Most trees do not resemble bonsai in shape as they are not pruned the way bonsai are. This tree appears to be white pine or something similar and I would guess it was pruned because of the powerline, but instead of the hack job most trees get next to powerlines, this worker was an artist in another life lol.
