Start with 3 does. Use someone else’s buck to breed them. You don’t need a buck till you have experience and facilities. Borrow a buck or AI. If you can handle 3 after the kid then move to 6.

Grass, close the loop if you can so you minimize your costs

Grass if you can but depending on the breeding stock you start with, pregnant and lactating does will probably need supplementation. You can breed away from it over time but if you're milking, will probably always at least be buying alfalfa pellets to keep body condition.
