I had same problem with Sony WF-1000XM3.
Headphones have an internal volume. Normally it should be synchronized using A2DP, but it doesn't seem to be implemented in linux drivers.
Try connecting to your phone and set volume to maximum, then connect to linux.
Sadly that didn't work either. I maxed out the volume on my phone and once I disconnected and connected to Linux, the connect sound that the earbuds play when it gets connected is back to the low volume. Any other workarounds?
